how do I get a copy of my brothers dishonorable discharge papers?

    You'll have to ask your brothers, whom I'm sure wouldn't be thrilled.  Neither would your parents.

    Either speak with one Colonel Hannibal Smith or just ask him.

    Ask him for them. If he is deceased then look thru all the stuff he left behind. Ask your parents for it, maybe they have it. What you can not do is get anything from the military as you are not a qualified person to get them.

    The VA can help you IF you are authorized to get them.

    You cannot unless you have power of attorney to get a copy of his DD214. Only he can get those records.
