set screw out but handle wont pull off?

    Use a lot of good Liquid Wrench. Tap a few times. Try again in AM.

    If no go, try to borrow a 2 jaw puller.  Can rent free from Auto Zone. 

    EDIT: Sometimes, tapping on it with a suitable sized socket breaks itt free, then it can be pulled off. That is,  if  it can seat on the shaft  any  further. 1/10 " helps. more.

    You'll have to give more details than this. In most cases, it is a result of corrosion between the mating surfaces.
