What rank/title is the senior enlisted person of a Navy department on a ship?

    Master Chief Petty Officer [E-9] is the highest enlisted rank. Depending on the size of the ship and its mission, there may be several or only one or two. 

    The Command Master Chief Petty Officer is the senior E-9 on the ship. 

    Master Chief Petty Officer of the Navy is the highest enlisted rank in the Navy.

    On a submarine he is called CHIEF OF THE BOAT. Do not know about other ships.

    Of a single dept, the highest rank would be  Master Chief. 

    On the SHIP,  the highest rank overall,  would be CMC---COMMAND Master Chief. 

    same  RANK,  but Higher title.

    Command Master Chief Petty Officer. Master Chief of the Navy has a big office in the Navy Annex which is part of the Pentagon but not physically attached to the Pentagon.

    It depends on the country.  In Canada, it is the Coxswain, who will be a Chief Petty Officer, class 1 for the bigger ships, and class 2 for smaller ones.

    In the Royal Navy, they have an Executive Warrant Officer. 

    Other navies have different ranks, and titles.

    There are 3 Chiefs....Chiefs, Senior Chiefs and Master Chiefs 

    Command Master Chief (CMC) or Chief of the Boat (COB) is the highest Enlisted at that command. 

    Depending on the size of the ship there can be a couple of Master Chiefs, several Senior Chiefs and numerous Chiefs running each department. Each will have their Rating so it will be Chief Hospital Corpsman, Senior Chief Logistics, etc.

    Chief Petty Officer, which comes in three flavours.

    Master Chief.

    Senior Chief

    and plain ordinary Chief.

    Some rare situations still may have Warrant Officer but, really the "new" warrant officers are no longer under a "Warrant", they are commissioned by the President.

      Are they given a specific title other than there rank? Like Department Chief or something?
