Where can I go to learn how to operate a snowplow?

Update:

I mean one of the little ones that people have on their pickup trucks and SUVs

    1. Live where there is a lot of snow.

    2. Have a solid pickup like a 3/4 ton or a 1-ton.

    3. Find some buddy who does plowing with his truck but wants to sell his plow because he is tired of working midnight-to-dawn and still getting yelled at for being late or for more snow falling. Ask him to teach you the nitty-gritty tricks that will keep you from wrecking things.

You need to meet the requirements and apply to your state's department of transportation for training to drive a big plow.

if you're talking about those huge city snowplows or the ones that go on highways, you may need a CDL license to operate one.  then on top of that take training.  so look in your state on where you can go to get one.
