Is It okay to wear a military jacket (M-65) with the US Army patch on?

As long as you don't go around pretending to be a veteran and get some sort of benefit out of it, it's fine.

I would surmise that it is acceptable if you are not wearing the entire uniform, and attempting to pass ones self off as military personnel.
The M-65 field jacket is no longer part of the military's TOE for at least a decade, so it is unlikely to cause a problem if worn respectably.
I have two with USMC emblems, which I "borrowed" from my days in the Marines. I don't adorn them with incorrect patches and such, and have no problems wearing them in public.
