the liverpool has an anti-slavery and anti-human trafficing page on their website.
you can call it policy, but england has long defended human rights, and renounced slavery.
for instance; africa-explorer david livingston even campaigned for anti-slavery in the 1800s, describing the islamic enslavement of african people. while he was in africa searching for the head-waters of the nile river he experienced the event first hand. check the record of his field-diary..
