It is plagiarism and is grounds to have an account closed. If you want to use it as an answer to a DIFFERENT question then reword it.

Yes, it is a violation but the only thing Verizon Media can do it to remove the post and maybe suspend the account. If you want more to be done then you have to contact the person or organization that made the original post and they would have to take actions.

copying an answer given to the same question is a violation, yes

How would reporting that be "rude"? If you don't have a different answer than the ones given, just thumb-up the good ones and don't answer yourself

Yes. But I've seen copy answers reinstated. When looking at the appeal the "Yahoo specialist" only looks at the text that has been reported, and not the other answers to the question.. therefore as long as the copied answer is a legitimate answer that answers the question which was asked, it's likely the answer will be restored despite it being a copy of another answer.

Don't just click on 'Report'; fill in the bit that invites you to give further details. I usually add 'Point gaming; copy of earlier answer by another user'.

Yes, if someone copies another user's answer verbatim, it's a violation (which can be clearly identified when it happens in questions with non-simple answers). As mentioned, if the question is asking for a simple, factual answer (e.g., a date in history, a name of a place, yes or no) then there may be several users that post the same answer to those questions, and that would not be a violation.

Yes. But only when it's blatant and repeated. For example, if someone asked who was the first Asian governor of Washington State, it's quite possible that many answers will be the same. But if someone asked how to prepare for the SAT, it's less likely to have identical answers.
