Using the CPI table, what is the scale factor for going from a 1960 price to a 1980 price?

if something cost $25 in 1960 what is the equivalent value of that price in 1980?

You would need to look at the CPI data and how it's defined. Typically, it's along the line of (CPI factor for 1980) / (CPI factor for 1960) * price in 1960.
