What is a variance on adjoining property?

It would be an exception to zoning regulations on a parcel next to the property referred to.
E.g., suppose you own two adjoining homes in an area zoned residential. You want to take one of them and turn it into a small music school, using part of it for student parking and several rooms selling a few music books and instruments, and for teaching. You also want to put up a small sign advertising lessons. That would clearly be a commercial enterprise, and if the scale is small, it might not be objectionable to your neighbors and the city. But you would need a zoning variance to make such changes.
