Well, I don't know about "surpassed", in this context, but I know about "surprised." Anyway, just because a girl or a guy dresses a certain way does NOT give another girl or guy the right to rape/harass that person. That said, there is a difference between harassing someone and making some comments that another person may find unpleasant. Example: a girl goes out in a low-cut top and short shorts, she can expect that guys will look and guys will comment; it's when those same guys begin to touch her without permission or start to make repeated, unwanted advances that I would say it becomes harassment and/or stalking. You walk by a girl on the street and go 'nice ***' or 'you look good' and keep walking, I would see how it COULD be considered offensive to some people but I don't think it's harassment and it certainly isn't rape.
