Didn’t Bob Dylan and Tom Petty prove that lyrics and music make the song more than a great voice?

Absolutely. Dylan can't sing at all, but he writes really GREAT songs. Willy Nelson is another good example. Lousy singing voice, but great music.

The argument always was "The singer, not the song" but I've found far more often that it's the song, not the singer that matters. Although, I've often wondered how Dylan sounded so good on his Nashville Skyline album (1969 - has the song "Lay Lady, Lay").

Yes, along with other performers who were great lyricists and wanted more to get the message out rather than being considered skilled singers.
