Where is a collar most comfortable on a dog's neck?

Recently ive been putting the collar near her shoulders because i thought putting it closer to the face is tighter and uncomfortable but i realized she has a dog neck and its not like my neck soooooo where should i put it

    It is good around the neck as long as you can fit 2 fingers between the collar and the dog's neck.

    You have LESS control over the dog with the collar at the bottom of the neck - when doing training. All those huge muscles are between the collar and any correction. If you control the HEAD with a high on the neck - (right behind the ears -placed collar) or thru a head halter - you will make far less corrections and far less SEVERE corrections & do LESS over all or long tern harm to the trachea. It is not just about where the collar is the most "comfortable" when you are training the dog, VERSUS allowing it to wear a flat buckle collar the OTHER 23 hours a day strictly for IDENTIFICATION or a rabies & dog license tag.
