Is a scraping/grinding noise normal when attaching the water supply line to the ballcock valve of a toilet?

and also how long does it take to drain residual water after you turn off the shut off valve?

    Sounds like something is turning inside the tank and the metal is rubbing up against the ceramic. The ceramic will make a grind sound. There should be a big rubber gasket somewhere between the steel valve and the ceramic. Careful or you will break the toilet. Toilets are cast and there are voids and stress cracks in them that you do not see. It can be in service for years, and then the slightest bump in the wrong place and it will break.
