If a state taxes its citizens, and maintains its own "Well regulated militia." Do they still have to allow citizens to keep their own guns?
The wording of the 2nd amendment suggests to me...if a militia exists...then there's no reason for citizens to privately own guns

Scotus ruled (in validating the Selective service act) that all US males constitute the militia and also stated that these citizens can be ordered to report for duty and be required to provide their own weapons.
Scotus also ruled that a sawed off shot gun was not protected by the 2nd amendment because it was not a military style weapon.
So the issue has been decided. We are the militia and as such it has been ruled that we can be expected to provide our own military grade weapons.

Explain the phrase "of the people"

"Well regulated" really means "not regulated at all". Didn't you know that? And according to some idiots on here it means "not being insane". No kidding.

The state can have A militia, but THE Militia is made up of citizens who are NOT part of the government.
"Armed citizens, to keep the state or newly formed Federal
government in check."
James Madison - Federalist 46 - Published January 29, 1788.
"A well regulated Militia, being NECESSARY to the security
of a FREE State, the RIGHT of the PEOPLE to KEEP and
BEAR Arms, shall NOT be infringed."
Law abiding citizens ARE the Militia.

The definition of Militia was the Whole of the able bodied men of the Nation. So what now? Are yo going to claim women and invalids don't have a Right to Bear Arms?
Let's see what the Supreme Court does with that in today's America.
"The Right to Bear Arms SHALL NOT BE INFRINGED" !
No One State can negate a Constitutional Right.
I will consider the notion that someone who suffers from mental problems may be considered to NOT be "well regulated".

Now that the court has moved to the right, your interpretation wouldn't fly. The Founders were reserving the right of states to maintain their militias as there was little in the way of law enforcement . One of the hot topics of the day was how large a standing army the federal government would maintain. The state's rights democrats were not in favor of centralized power

I agree , you are legally illiterate .
Just a tip , read more than the opening sentence to understand an amendment . Additionally , the Supreme Court has visited this subject and ruled on it .
