    Reasons:

    (1) You simply don't like band, because it's too time-intensive.

    (2) You have other extra-curricular interests that you'd like to pursue.

    (3) You would prefer to devote more time to your studies

Surely you won't have difficulty adding to this list?

How could you fail band? Band is an elective- you can take it in high school or not- it's your choice.

Your question is not entirely clear. If your question is 'should I drop out of band in high school,' that is up to you. Just because you failed any particular class in the past does not mean you are bound to make the same mistake in the future. If you wish to continue on your current path, work harder until you succeed. If whatever enjoyment you derive from being in band is not worth the effort, then dropping would be prudent.
