You either part of the solution or part of the problem. To sit silently by is, in essence to be morally complicit in the act itself.

Not necessarily but mostly yes. Because we were aware but did nothing; is what he's saying. But he also forced his children to abstain from sex. There's no such thing as a perfect person, nature didn't select for it.

One of the Black Panthers said it a little differently, "If you're not part of the solution, you're part of the problem."
Gandhi was a bit of an extremist, as most radicals are. People like him are trying to make people feel guilty for not acting up.

Gandhi says that you must have courage to condemn the evil activities and immoral behaviors then and there. If you don't do that it's strength increases and you become a reason for it's rise and strength.

Bystander effect. Silently allowing such things to continue is ignoring the harm being done, and pretty much excusing it. If we can do something, se should.

By allowing people like Trump to break our laws, spread hatred and racism while we sit back, say nothing and allow it to go on unchallenged, then we are just as guilty in all these actions as Trump is!
