As the others have mentioned. Carry-on is prohibited, but you can take it with you in checked baggage. See link.

TSA guidelines say you can have up to 4oz in checked baggage, however some airlines ban it altogether so check with your airline

Also make sure its legal at your destination

Not in your carry-on. It can be placed in your checked bag, but be aware that pepper spray is illegal to possess in many other countries. So you should be cautious in packing it for an international trip.

In the Netherlands you cannot bring it anywhere - unless you are a cop on the job.

Similar bans may apply in other countries

whilst the TSA says its ok in checked luggage, you may find the airline will refuse to allow it.

    Pepper Spray

    Carry On Bags: No

    Checked Bags: Yes

One 4 fl. oz. (118 ml) container of mace or pepper spray is permitted in checked baggage provided it is equipped with a safety mechanism to prevent accidental discharge. Self-defense sprays containing more than 2 percent by mass of tear gas (CS or CN) are prohibited in checked baggage. For more information, visit faa.gov.

We recommend checking with your airline as some may not allow this item in checked bags.

No. It should be confiscated, at a minimum. You should also be questioned as to why you are attempting to board a plane with pepper spray.
