You could swing a whip, but the "crack" wouldn't happen because there is no air. The "crack" is the tip of the whip breaking the sound barrier.

Yes but as others have said there would be no sound in a vacuum. As far as moving slowly, that is how it is in movies and such but because there is no gravity (as such) in space it looks as if they were swimming. Usually they are wearing bulky space suits that restrict movement. If you were inside an air filled, no gravity room you could go just as fast as you can propel yourself. Up to the speed of light given enough room and a suitable method of propulsion.

No, there is no atmosphere to carry the sound.
