Why are some industries notorious for not playing by the rules?

Example fast food definitely plays favorites when it comes to advancement and so do call centers.

Each company or industry is allowed to play by their own rules when it comes to promotions. If they feel certain staff members are more suited to elevate into higher positions, then this is their prerogative. I suspect you may possess higher qualifications or longevity than some people being promoted, but those usual advantages probably aren't necessary for the industries you mentioned.

The rules are ...there are no rules.

    Other than necessary government regulations

What 'rules' are you talking about? There are no 'rules' on who gets promoted. And often those people are favorites because they do a better job
