BUT that does not answer the question. There were certainly some days where it rained just before midnight, so the ground was wet the next day. So all you can say is some percentage greater than 20%

2006 wasn't a leap year so there were 365 days. Therefore it rained 73 out of 365 days.

To calculate this as a percentage, divide 73 by 365, then multiply by 100.
