Do I need to declare this?
I’m traveling from Singapore (Live there) to Toronto for vacation. I have layover in japan, if I buy an anime toy (for me, not a gift) during layover, I’m planning to bring this back with me to Singapore, since I won’t have a layover in japan on the way back. Do I need to declare this in Toronto? Or just when I come back home in Singapore? Or both?

I think you can put in your luggage. They will just scan it and most likely should be okay. Unless the anime toy is very expensive, then you need to declare it at Canada, Japan and Singapore customs.

you dont need to declare
just put it in the luggage
anything not metallic is not a problem

When asked by customs you tell them what you have. You declare.
It is does not matter it is a gift. It is an item with you at the moment.
Canada Customs can examine it and all your other stuff.
When you leave Canada your next examination is in Singapore.
