Well rent keeps getting higher, and the apartments go to whoever can afford the new rent. I'm guessing most of the people who can't afford the new rent are black, so your question is actually "why do so many black people find it hard to afford an apartment?" I think the answer is that black people shoot themselves in the foot with their own racism. When young black kids are looking for role models, they only look for black role models, which tend to be rappers and athletes and drug dealers. These careers are either extremely rare to succeed in, or dont succeed for very long. Racism prevents them from choosing a jewish business man or an asian food chain owner, or a german marketing executive as a role model. On the other hand, when you look at non racist black kids like Neal Degrasse Tyson who wasnt afraid to have white astro physicist Carl Sagan as a role model and mentor, you see a black man who was able to grow up competitively with non black people, and thus, Neil Degrasse Tyson is not homeless.
