Phones that run Android OS come in a huge range of prices from very cheap to very expensive. So yes, when purchasing a new phone on a limited budget there are many more options with Android than say iOS.
Apples model essentially has always been exclusivity. They do not license their product so you can only get Apple or Apple compatible products through them. So they charge more which makes you think they are better (and old psychological trick) and then when you are invested in the Apple ecosystem you are essentially committed to it.
So in a way, yes, Apple typically isn't geared to affordability, so poor people would often have to look at other alternatives. But plenty of rich people stay away from Apple also. And plenty of people who can not afford expensive products buy them for some reason (I guess to fit in, look cool, or whatever)
