Selling council houses has created sink estates - people who can buy out leave - the people left are poor, mentally ill, disabled, unemployed, single mothers and have little hope or energy to keep up appearances. No one else has priority to get a council house so people who would lift up an area don't come. Cuts in social spending also make things run down, grass is not cut, litter not collected, things not replaced or repaired.
People generally do the best they can. Society has sold out on a lot of them.
