Is Greece a depressed nation economically?

    The austerity measures have hurt the economy and the people of Greece, the main problem it had and still has is it's inability to collect taxes for revenue. The Greek tax system is a mess.

    No it’s not but it economically up and down and very unstable.

    Yes. Greece is a victim of unregulated capitalism. It's natural for capitalism to have boom-bust cycles in any unregulated nation. The US has suffered from this many times, with the Great Depression and the Great Recession. Most of the regulations we put in place to prevent these things have since been lifted, so it's pretty likely we'll have another boom-bust cycle sooner or later.
