How can a beach be topless? The sand is on top.

There are only a few dedicated topless beaches around England.
True white sand is only found in parts of the world where there are no iron-bearing rocks around. Sand is mainly silicon oxides, which are white, but often also contains iron oxides, which give a brown or yellowish colour. There are a few English beaches which may look white from a distance, but turn out when close to look that way due to naturally occurring chalk dust being mixed in with the sand. There are near-white sand beaches on some Western Scottish islands but very few in England.
Some English beaches are composed of shingle or pebbles, due to being in locations where strong wave action washes away sand faster than it can accumulate, leaving heavier stony material behind.
Big sandy beaches requires the combination of a large tidal range, weak wave action with a long wavelength, and a shoreward prevailing wind which blows a lot of sand slightly inshore from the tide line.

Most beaches on the coasts of England have beaches with sand of varying degrees of yellowness, some have very dark sand. In my experience truly "white" sand is rare. There are a few beaches which are designated as "topless" or "nudist", even a few secluded beaches on which nobody minds if you strip off even if others do not, but it is not a general matter.

There is a nude beach at Brighton. Margate in Kent is sandy.

There are a variety of English beaches. Some are shingle. Some are muddy. Some are sandy. The sand varies in colour. The beaches at Bournemouth and Poole are almost white. On a sunny summer weekend, the beaches are very crowded.
The sea is relatively cold but lots of people swim in it.
There are some dedicated nudist beaches. You will rarely see anybody topless on the other beaches (apart from men!)

It's the North Atlantic- always cold and always dirty- and the climate is too cold for going topless. I googled images of that beach in South Wales- the scenery is very nice, but in the few pictures that show people there, they are all full clothed or in wet suits.

There are some brilliant beaches in England (and Wales, Scotland and Northern Ireland).
Generally they tend to have yellow rather than white sand.
Some examples that you could Google and, perhaps, see are
All the above are in Cornwall
All the above are in Dorset.
Voted one of the best beaches in the world is Rhossili, The Gower, South Wales

Brighton is pebbles and has a nude area

There are a few naturist and "clothing optional" beaches - but in general English beaches are not topless.
Brown sand, mud or pebbles are more likely than white sand.
