Anyone who works for their city/county/parish/state. As a police officer, deputy, clerk, corrections officer, fireman, animal control officer, etc. Also includes public works jobs such as water/sewerage/street repair/street cleaning. To sum it up, they all are hired and paid by the government.

Civil Service jobs are State Employees, Federal Employees, or Military employees (not in the Military it self tho).
They do services for their own state,city or counties.
Such as Judges,Mayor,the City Councils, etc and all the employees they hired to work for them.
For example - Offices like Title & Registrations, Driver Control or DMV, Property Tax dept, Your IRS or Dept of Revenue,Highway Depts,etc.
Police ,Ambulances workers,hospitals workers, fire depts. etc

Anything that aids the community is basically what civil service used to be. A police officer and fireman is, or at least was a civil servant position. I guess that has changed?
