Why can't I simply send my ACT scores to colleges?

I have the official score report downloaded on my computer. I do not understand why I can't just upload it or attach it to my application, or email it to colleges I am looking at. Why must I pay for ACT to send them for me when I have the capability of doing it for free? My parents are poor and in debt, we can't afford sending my ACT scores to all these colleges I am applying to.

    Because unfortunately people cheat and forge the scores.

    That is why they must be submitted in an untampered, sealed envelope

    directly from the company.

    Pick the top 5 schools you want to go to I am

    sure you can find one among those you don't have to send hundreds out.
