Does OCD count as a "neurological disorder"?

I'm doing a scholarship search and trying to figure out whether I should put my diagnosed (but only mild/moderate) Obsessive-Compulsive Disorder as a "neurological disorder." Help please?

    These days, no--OCD has more to do with neurotransmitter imbalance. Ultimately, though, it may prove to be the case that it has more to do with damaged neurons or neuropathy.
