I suspect it originated in happenstance; some statistical glitch caused that particular phrase to pop up. But it looks like it's stable now, and that's because someone noticed it and started writing about it online.
Many of the hits that appear on the top page are people fulminating about the suggestion. That is, they aren't people expressing any fear of Chinese people; they are people objecting to the result. The more people do that, the stronger that result will be.
It's possible, by the way, that this was actually started as a scheme by the Chinese government to load the Internet with references in such a way as to influence the Google result in the first place, and therefore they were ready to capitalize by adding all those objections once they got it to come up. They are entirely capable of rigging excuses to complain about Google, with whom they have a lousy relationship.
