Its about impact speed and what the body goes through during that impact, It one car is doing 70 mph and the other is doing 50 mph then the impact speed is 120 mph. Shoes are not like other clothing, wrapped around your body. Depending on their type of fastening, shoes will leave the body.

The upward force created exceeds the shoes' ability to hold on to the feet.

May be they didn't tie them tight enough.
