    1) Acknowledge her request: "I understand you require rides (to and or from) work often."
    2) Say "no" nicely: "I am no longer able to continue to spend the time to go out of my travel to accommodate your ride requests.'
    3) Suggest a solution: "Perhaps it is time to either buy another vehicle or allow your husband to get rides to and from work so you can use the car. Or, perhaps UBER is a temporary solution until you can get transportation of your own."

    Say nothing about gas because if she throws a $20 at you, then you are stuck driving her again. Stop accepting invitations with her after work so you do not get sucked into taking her home OR tell her upfront that you are no longer available to change your travel plans to accommodate bringing her home.

    Really, it is UP TO YOU to stop her from using you. There are nice ways to say "no". No need to get into any discussion about it because you need not debate or defend your freedom to say no.
