What does the proverb: "fool in the shower" mean...?

The Fool in the Shower proverb is attributed to the economist Milton Freedman who gives the analogy of a bather who thinks his shower is too cold so he turns the hot water all the way up and ends up getting scalded. The moral is, to make any changes in small increments till you get the result you want so you don't get "burned".
