Too old to answer this. Proverbs? This must be a new one. Showers in the UK don't work.
It might mean that anyone with a shower in the UK is a fool, because he's going to get a dribble of scalding water or a deluge of ice cold water.

someone is trying to tell you to come in out of the rain and you are to foolish to do it. It means that you are not making a good decision about something. It means that you are being foolish. It means that you are going to get wet! When you should be staying dry.
