There everywhere in HCMC an even smaller towns. Is this more for socialising than using the computer. Even the hotels have Internet facilities.

- Just came back from there...
Many of the normal cafes in the District 1 area (Highland Coffee, etc) have free wi-fi connections. So just go around and see the sign on the door. They will say free wi-fi. So save your money for some coffee instead... :)
